In September 2018, at the opening ceremony of the Beijing Summit of FOCAC, Chinese President Xi Jinping proposed the establishment of a China-African Cooperation Center for Youth Innovation and entrepreneurship cooperation. This initiative was also written into the China Africa Cooperation Forum - the Beijing action plan (2019-2021). The Ministry of science and technology of China and the People's Government of Hubei Province of China launched the construction of China-Africa Innovation Cooperation Center (CAICC) in May 2020.
